Non FFL shipping?

Reading todays Bargain Finder, while in the process of checking out I discovered a Non FFL- Shipping fee of $11.99. In a way it does not surprise me, here on the far side of the Pines it was just a matter of time before the crazy people running the Asylum started attacking reloading components. I was wondering if anyone knew when this started?

Perhaps it is just a shipping fee. Do they waive S&H to FFL holders otherwise? It makes their "no hazmat fee" offer less attractive and negates any savings on powder in my case so I will continue to buy locally.

Possibly, I thought it may be just another new law.

You get different shipping rates with ffl.
