As for a 3.5-25 x56, I own a 3.5-15 but it isn't 56MM and I was unaware they ever made anything other that the 50MM in that model. The #169 appears to be no longer cataloged and there is only one model in that magnification now. It is the MOAR reticle version.

Not the same model, 50mm instead of 56mm and has a zero stop....

The 56mm is an older discontinued model. @FlyingSweede do you have any pictures, that way folks can tell you if it's high speed turrets and if so it might have zero stop. There would be a price difference between one with and one without.

Yes, this is a new in box but continued model. So would $1300 be a good deal?

I would tend to call it a fair deal, instead of a good or great deal. I normally prefer to purchase lightly used scopes in excellent condition. Seems I am always either changing or upgrading. I can normally recover my purchase price with this approach. I would also tend to opt for a higher magnification range scope as I feel it entices more potential buyers.
But if that is the scope you want and would be happy with it, buy it. I have a couple of NXS and both 8-32 power scopes. They are great scopes, but weigh almost a pound more than the similar scopes I have on my deer rifles.
