Newlon Die blank questions

So far I have tried with Wilson to make full length sizing die and wilson seating die from a reamer which has a 260 rem blown out to a 30* shoulder and .295 nk .
Wilson does not accept reamers to work with .
So I am looking at Newlon blanks which come with pilot hole for reamer . where does sizing come from ? do these blanks after being cut need heat treatment and assume +/ - .002 shrinkage ? or do I need a reamer made smaller than my finish reamer
Also does anyone know of a smith who does this?
Thanks
