Each yardage is made up of 5-5shot groups, you take the average of the 5,called an aggregate or agg) to determine the winner. Generally, somewhere between .1800-.2300 depending on the conditions, and the number of shooters at the match. The big matches, like the supershoot and the nationals have hundreds of shooters.

I would add that, when conditions are decent, you'll see some "small groups" in the zeros,e.g. .085). Also, the numbers represent MOA,roughly), so a .200 Agg at 200 yards would be a .4" 5-target average, with 5-shot groups measured center to center. A .200 Agg at 100 yards would be a .2" 5-target average.
