Not sure about the tool in that video - but this was in the bulletin earlier this year. You can compare:

Looks like someone trying to drum up interest in their product by registering multiple accounts to talk about it.
Just a reminder that our system scans for duplicate/multiple accounts and flags them. You might be better off just letting people know that you have a new product and that you are the owner instead of trying to play games.
