Need a Good Target Design For Load Development

No matter what target you use I would always recommend adjusting your elevation 1 MOA up or down. That way your point of aim doesn’t get destroyed and you get a much more accurate group size rather than guessing where your hold is/was.
 
Impact area....I set my elevation to impact in the box to avoid obliterating the aim point. This target does allow very precise alignment using the vertical/horizontal bars on the target even if the POI is in the orange diamond.
I would do it just the opposite, I'd align the crosshairs on ... well the crosshairs and have the orange dot at impact area and I think you can be more consistent, when finished just dial the crosshairs down to where it hits. But that is just me, I like simple.
 
Here are a few that I made up. I like the circle, as all my scopes have a dot reticle. The 1/4 squares allow you to adjust your sights as required.
