Help me to understand. .002 spring back means measure the bullet diameter and size the neck to .002 less than bullet diameter?

Help me to understand. .002 spring back means measure the bullet diameter and size the neck to .002 less than bullet diameter?

For myself to determine spring back I caliper the ID of a bushing then after sizing the case, caliper the OD of the neck and compare.
Example.
Varified 263 bushing
Neck OD after sizing 263
= no spring back
