If you full length size any case enough times, a do-nut will appear, whether you turn the necks or not.
in a hunting rifle, where you have fired the case once, or maybe twice, and are just neck sizing, you will not have any problems.
However, you can’t o on just neck sizing indefinitely, sooner or later the cases will get too tight. How soon depends a lot on how hot you are loading.
