Neck sizing 7mm STW

RCBS claims virgin brass must be FL resized before it can be neck sized or loaded. Is this true or just a way to get people to buy dies they don't need?
 
The neck sizing is what I am actually driving at. I am starting from scratch here with a new caliber for me,7mm STW), and I am buying brass, dies and bullets. I dont want to buy a FL sizer die if I dont have to.
 
In my experience with the 7 STW, A full length sizer is required. Accuracy was not great until you are shooting hot loads, at least in my rifle.
 
Is this a factory chambered rifle or a custom barreled rifle ? If it's factory chambered or Custom,you should always FL size new brass The + - tolerance on SAMMI specs. is generous. Also you have a belted case that's supposed to be, part of/or is ) the head spacing. Neck sizing is tricky if you don't know the chamber dimensions CERRO-cast the chamber to find out what bushings to get for sizing your neck.
 
I shoot a 7 stw in a ruger no1.u should full length them at first 4 sure,neck sizing is ok for 2-3 times but u will run into trouble down the road so I fl size them always, or buy another die to neck size. ihave killed deer out past 400 yds and u don't gain that much accuracy to make it worth buying another die unless u plan on benchrest shooting it in competition.
 
On new brass I only neck size them to ensure they are round then clean up the mouth by deburing it. Then I look at the cassings to make sure they are good. I also debur the flash hole.
 
You'll always end up needing a full length sizing die sooner or later, there is no other way around it....
