NEWBIE SIZING QUESTION

I am told that neck sizing can be done with a FL die, but I don't get it.I must not understand how the die works. The inside of the die is shaped like a cartridge case, and it looks to me like the neck is sized by the very top of the die. The neck wouldn't be sized unless the case went fully to the top. But then, the entire case would be sized! What am I missing here?
 
Most cases are a taper, so by simply backing the die out of the press a little, you control how much you bump the shoulder, squeeze the body down or don't do any of these and size the nexk only.
 
I think they might be referring to using a button type FL die to neck down to a smaller caliber. For example, when I form 22BR brass I run 6BR brass thru my FL die without the button installed and then once again with the button to finish sizing the neck. The button type FL dies are usually reamed a few thou over the normal neck size for caliber so they make a nice stepdown when reducing the neck size of larger caliber brass.
 
In most cases, when the case is raised into the die the case is pushed up till the shell holder touches the bottom of the die.
If the die is backed out a little,maybe 1 1/2 to 2 turns) you only "touch" the shoulder and size the neck. When the bolt gets hard to close on the case, then it's time to run the die all the way down against the shell holder and get the "full length" resize. Thats the way I do mine. Somebody got different ideas?;)
