MY Fire-Forming Questions

When forming 22 PPC brass from Lapua 220 Russian is it:

#1. Generally accepted practice to FL size prior to fire-forming?
#2. What are the affects if Step #1 is omitted?
#3. What is the appropriate fire-form powder charge, if using 52 gr. bullets & N133? The Viht. manual says starting charge is 23.3 grs. for that weight bullet.
