Mule deer hunt -- Source for Tags?

Below is based on a quick Google search, so keep that in mind.

As a non-resident, it looks like your currently limited to Idaho, Nebraska, South Dakota and Colorado (limited left-over tags) and Arizona (archery only).

Idaho is a drawing.
South Dakota is a drawing for rifle and muzzleloader.
Nebraska is a drawing.
Colorado has a draw and then a second draw. Leftovers go on sale on a particular date and it's first come (many other western states have left over procedures of some sort).
 
I’d just come to west Texas and do a guided hunt. No draw. No dealing with tons of people on public land. Hunts are very challenging, but I’ve killed a lot of big mule deer in Texas on my own.
 
Might want to consider OR for blacktails. A few years ago I killed the largest blacktail by any weapon that year that looks just like a mule deer. Fun hunt. Lots of game.
 
Can't help with specifics Brad, but I had no issue getting a tag in Wyoming. I found myself a unit with 97% success rate on drawing a non-resident tag and hunted there on BLM land. True trophy potential was low, in that unit but the ability to go right away offset that. I had a great time. Did a lot of stalks. Passed up a handful of deer that I had dead to rights. Finally took a good buck for that area on next to last day. Could have easily tagged out on day one had I chosen to.

True on size but I'm not aware of any over the counter mule deer tags regardless of residency. At least not for rifle.
Correct, it's a draw just like for non-res tags.
The local word is that the non-res's get priority because it's more $ to the state.

Not true Rick. My nephew is a Resident and I go hang out with him the month of Sept archery hunting elk.

oh yeah ODFW is all about revenue generation, clearly not about proper wildlife management or the herds wouldn't have been so decimated (before wolves were introduced). An example is it took a lot of people pushing to get rid of the over the counter non-res elk tags (bow) that until more recently were simply show up and buy them, Californian hunters were thick as fleas south side of the Strawberries. Many argued there was a finite amount of bulls and good bulls so selling them tags over the counter disadvantaged those that drew for later hunts.

My whole younger life mule deer were so plentiful you could drive almost any road, look up a draw as you went by and there was a herd. I once saw a buck gathering while scouting west of Pilot Rock where there was over 120 bucks in one group, we were so dumbfounded we stopped and watched them for a bit.

Now there's a few places with herds but for the most part muley's are pretty sparse.
 
My nephew used to have a couple NR friends and once in awhile a Marine he served with come archery elk hunt with him on over the counter archery elk tags not anymore. 3 NR put in for the draw and none drew
 
They have even cracked down on the over the counter Bow- Archery tags for NR
Yep, long overdue but at least it finally happened for at least elk. I haven't followed whether just some or all non-res rules changed for EO but used to really piss me off to see unlimited non-res bow elk tags sold.
