most accurate rifle under $500?

Have heard lots of first hand accounts of a savage fv from cabelas being accurate. Also I have a strong sense to be counter populace so I’m very hesitant to agree on tikka guns but from what I’ve read their concept was to design a gun around an accurate barrel. Also lots of trust worthy people praise them regularly.
 
Savage or tikka. I don’t have much experience with tikka, but savage I can tell you for sure are an amazing off the shelf gun. Closest you will get to precision accuracy from a store bought.

I've seen it first hand, and shot the rifle. I'm no fan of savage personally, but I know a guy who bought one in .223 from Cabelas for something like $300 on special. That thing legitimately is a 1/4 MOA rifle with 70gr RDFs.

He took it out to his first MR F-Class match and shot like a ~590-15x with it (score recounted from memory), using a lower-end vortex scope, and a $30 bi-pod he purchased at walmart on the way to the match.

From personal experience, those 700 SPS varmints have been very accurate for me; just make sure to check their twist weights as they typically only allow for the lightest bullets in class.

Inexpensive but accurate rifles are awesome when you buy them, but always kinda piss you off when your buddies get them. ;)
 
I have only shot one of the Tikas. I was a shooter in a 6.5x55. I will also say that the Ruger American will usually shoot well. I have one an two of my friends. All shoot very well. My son has a savage axis that shoots pretty good as well.

Tikka, I have three, all excellent. However, in my area they are not in the price range you specified, i.e. under $500. They're in the 600 to 650 range. Still believe it's the best bet for a factory rifle - minimum risk.

There is so much variability in mass produced rifles especially bargain rifles that it's impossible to predict the accuracy of these rifles even though some manufacturer's "guarantee" 1 moa - but just try to call them on it and be ready for a litany of reasons of why you were not able to achieve this, none of which is the fault of the rifle of course. With that said most factory rifles can be made to shoot in the 1 moa range through careful reloading, bedding, and trigger jobs / replacement.

I've seen some strange things with these bargain rifles at the range - i.e. a Savage axis, out of the box shooting in the 1 moa range with Federal Premium factory ammo - where as some very expensive higher grade rifles struggling to hold an 1 1 1/2 at 100 yards - go figure.
 
Even if you have to bump your budget to $600 Tikka is the answer, I have not owned one that shot over one-inch groups with most shooting 1/2 - 3/4 inch for 5 shots.

The bolt runs like it is on greased ice, the trigger is good right out of the box and can be adjusted to the 2# range by the simple adjustment of one screw.
