Modifying an out of the box bolt action 17 HMR?

I recently purchased my first 17HMR, an Anschutz Model 1517. It's grouping at about inch at 100 yards. Will glass bedding the action or floating the barrel make a difference with such a small caliber rifle?

It will on most, but Annies are well fit to start with. Sort the ammo for the most concentric and by weight.
