Meplat Gunk

I noticed some white gunk inside the meplat of one of my bullets today. This is a 30 cal 118 gr flat base bullet. I included a normal bullet in the photos for comparison. The bullet looked like that when I took it out of the box. What do you think this stuff is? I loaded it and demoted it to a fouler.

I don’t want to mention who I bought the bullet from at this point, just that it was from one of the smaller bullet makers, not Sierra/Hornady/Nosler/Berger etc. So far it was only one in 150. I’m probably gonna pay attention to this as I use the other 350 from the box and then talk to the maker after I hear what you guys think.
 
These bullets were made in the last 3-4 months, waiting on jackets before they could fill the order. The meplats look pretty uniform to me and I’m leaning toward the lube from a pointing operation at this point.
 
I see that a lot on Bergers. I've used a dental pick to get it out; seems to be some kind of papery stuff. I assume it's from the polishing or cleaning manufacturing step. If I'm being anal, I try to at least open up the cavity, but it doesn't bother me just to shoot them. Never seemed to make more of a detrimental difference on the target than I cause.
 
Shooting is a good idea, but im gonna save until I have four or five of them.

About the question of what the stuff is, let’s just assume that Bart knows the right answer. Since he makes this exact type of bullet I think he would know.

The Miami boys and girls use a rolled up $100 bill, I am dyeing to hear how you guys from Oregon have learned to use match rifle bullets to do that. Do you have to take the lead core out first? JD you never cease to amaze me.
 
Well I forgot to save that round - I just shot it for a slighter. Too focused on other stuff before the match started last Sunday.

The bullets shot well for me though. 250-22X at 100 yds, including X’s on my last 18 record shots. I’ve never had a run like that before. I guess these bullets will be okay.
