Machinist Question From a NON Machinist

Depending on what you actually need - most stainless flat washers are thinner than steel washers, and steel washer thicknesses vary between manufactuers. As well as what's been stated above.
 
Try the parts houses, like Napa or a transmission shop. Several years ago some model Fords had a discrepancy with the depth of the converter hub vs the converter bolt plane. From the factory they drew the flex plate rearward when tightened, causing problems. The remedy was sets of precision thickness washers that were simply place between the converter and flex plate.
 
I've used arbor shims like these at times.
 
Slow process but I've done it many times especially when it's a one time thing, piece of plate glass, wet or dry sandpaper, some light machine oil, and work the material in a figure "8" pattern until desired thickness is achieved.
