I have a sako extractor jig. Is there any reason why I can't use the sako jig to cut a m-16 extractor?

I don't think the jig will allow the bolt to rotate 90*. Couldn't I just rotate the jig itself 90* since it is square?You need to rotate the bolt exactly 90 degrees to drill the retainer pin hole. Will your jig allow that?
