I can't see the lighter bullets doing better in 'conditions'. I see the lighter bullets being easier to 'drive', which most of the time you don't usually have bad conditions. That said there will always be some 'conditions'. But, constantly shooting a rifle/cartridge that can handle those conditions allows you to shoot better in most conditions.
