Low velocities with 6.5 Creedmoor

For the OP: one other possibility to consider might be how you weighed the powder. A post I read today about weighing bullets with a Chargemaster suggested it was giving weight values that were off by quite a bit:

Just a thought, but it might be worth confirming charge weight using a different device at least once, depending on how the charges were originally measured.

However it was never mentioned that the CM manual had been read, the CM was set to perfectly level, the load was centered in the pan or the check weights Chargemasters come with were used as they should be each time you turn one ON.
One only imagines some actually know what they're doing however on an international forum we need take that with a grain of salt until shown otherwise.

FWIW my loads had gone off song and only after receiving a new CM realized my trusty 40yr old balance scales were in serious need of a birthday to have them reading accurately again to agree with the new CM.

The Chargemaster wasn't at fault. I get that. However, reading that thread suggested to me another mechanism to account for the OP's low velocity. Namely, low charge weight, which is not something I would normally consider near the top of the list. It was merely a suggestion to the OP in this thread and not intended to set anyone off.
