Can Some one please tell me what means?

Just a quick explanation:
S.B. is a small base full length resizing die used by some for semi-auto actions to facilitate auto feeding in that type of action.
Full length sizing dies bring the brass back to the SAAMI dimensions which is basically used in bolt, lever, pump, and single shot actions.
You've lost me with the CEAT...unless you mean SEAT which is the die used to seat the bullet in the prepared case.
Two die sets may include either a F.L. (small base or standard) AND a bullet seating die. They may be a NECK SIZING die AND a bullet seating die.
A three die set would be all 3 dies ( F.L. std. or SB) a neck die and of course the bullet seating die.

This is short overview which others can go into greater detail but I hope this helps.

The last two digits that appear on RCBS dies are the year of manufacture-----'75'= 1975
If I read what he is selling it is 2 dies both made in 1975 One is a small base full length resizing die and the other a bullet seating die.
Any S.B. die will be FULL LENGTH resizing.
