Local club budget rifle build (action??)

Thinking about a budget winter project for next summers short range BR matches at my local club. These are not registered or official type matches, just bragging rights til the next match. No real limits on rifle classification, only factory and custom.

1. Action wise I was looking at either a Haverkamp or a Kelby Atlas, in single shot. If all else fails, I could use the action on a different build or sell outright.
2. Why these two actions, mainly due to the stocks I have on hand both are easily adaptable to either action.
3. What other recommended actions that are around in the same price range??

For what it's worth I just built a rifle for mid range F class using a Kelbly Atlas. The action is smooth, good firing pin fall, great action for the price and it's hard to beat Kelbly's service. I also like the fact that it has a mechanical ejector, and a trigger hanger. As far as for short range benchrest the only drawback may be that it doesn't come in a dual port configuration if that suits your shooting style.
I cannot comment on the Havercamp action because I do not have any experience with them.
