How is the rifle going to be used? Is it strictly for paper at the range or will it also be used for varmints?

what distance, what varmit?
The 223 can be loaded like a 222lr, and 22mag or a .223

OK, that narrows it down a little. If your going after high volume prairie dogs try:
40gr Nosler Varmageddon over Benchmark with CCI BR-4's with Winchester Brass.
For Yotes or smaller volume I have had great luck with:
55gr Berger FB Varmint over VV N133 with CCI BR-4's in Lapua Brass
