Load development for AR tac matches... help!

Ok here is the scenario- I would like to develop a good load for 55 gr. FMJ .223 for my tactical match Ar-15.

The problem- I am using a,accurate) red dot type scope. Is it still valid to check for load accuracy using a 50 yard target rather than a 100 yard target as a benchmark, or should I just put a scope on it, develop the load at 100 and then swap the red dot back on,which I would prefer not to do)?

Oh, and any ideas as to a relatively cheap round to use for this purpose,besides the obvious 55 gr. FMJ) would be good too. These matches usually have targets at 50 yards or less except a few out to 200-300 yards,but only at a certain Stage, not every stage). I was thinking of developing a 69 gr. load for the long shot stage then using 55 gr. FMJs for the rest of the match.

Ideas/suggestions? Thanks!
 
My Bushmaster AR loves 25.0 grains of AA2230C with a Nosler or Sierra 69 grain match bullet. my chrono shows 2894 FPS in my AR's 24" barrel and 2733 FPS through my Kimber's 18.25" barrel. . I would shoot that one load at every distance from 25 yds. on out to 300yds. . I seat my bullets to "JUST" fit in the magazine. My Kimber SVT, puts this same load into 3/8 inch 5 shot groups at 100 yds.
 
I swap scope and site to work up loads every time.
25gr H4895 and 55s work for me out to 400. H322 will give you more velocity if you need it.
