Lining a barrel/making the liner?

Have a Ruger #1 I would like to turn into a 25-06 or maybe a 445 super mag. I was wondering if anyone has turned a regular barrel down to size to use as a liner, and what was involved. Thinking I could go down to 3/4" on the barrel by taking really small cuts.
Gun had open sights and would want to keep that but heard its a pain to pull the block off holding the rear sight, not to mention saving the front sight.

I removed open sights from an older (seventies) Ruger M77, and the rear block wasn't a problem. Front sight was. Don't know if it was similar to a #1, but very likely.
 
In my opinion taking a barrel blank down to ¾ inch is removing a lot of material and probably not optimal. You may try, if you haven't already, looking for a barrel liner from Track of the Wolf, IIRC. They may have something.

As for the front sight, what I've done on 10/22 barrels when threading for a suppressor is cut the barrel off right behind the front sight band and drill the cut off piece with a .500” bit. Then turn the barrel muzzle down to .500” for a length long enough to fit that drilled out sight band on and also have enough for the 1/2x28 thread. Solder the sight band on after aligning the sight correctly. Careful, flux takes bluing off!

edit; when I wrote about the front sight I was thinking about a Ruger No.3, which has a front sight similar to the 10/22. But then I thought, wait No. 1 is different. Checked and yup, not the same. So disregard...sorry

It you have a #1 in 25-06 and you can not do the work yourself, you have three options:
1. You trade or buy and sell to get what you want.
2. You have the 25-06 barrel bored and rifled to what you want
3. You buy a new barrel and have it installed

With the buy and sell, you probably will not get exactly what you want. You will be selling "junk" to buy "gold" in the bargain process.

There are a few folks still boring and rifleing barrels that do an excellent job. If you go to the Cast Boolit forun you can find a fellow that does excellent boring and rifling of old barrels, not lining. As long as you have enough steel in the barrel he can make you a real shooter. Would suggest something based on the 06 case, if you rebore and rifle, like or similar to the 35 Whelen.

As an example of new barrels, McGowan makes #1 barrels and will R&R your barrel. EBCO (E Arthur Brown) does single shots including #1s. He manafacture the BF pistols and rifles.

The good thing about the #1 is every barrel has the same shank diameter and is centered on the axis of the action, the extractors are different. There is no long action or short action. I have built several custom rifles on the 1 and 3 actions and own several cartridges, rimmed, rimless and belted magnums.

I have owned two 445 Super Mag guns, in DW revolvers, would suggest you not do a #1 in the 445 SM.

With a .429 barrel, proper twist rate, the 444 in a single shot rifle would be an all round better choice than the 445. You can load the 444 up or down, cast or jacketed. My 444 with a scope, off the bench will shoot 1" at 200 meters, with the 210 Lyman cast over 12 grains of Unique. A surprisingly accurate big bore cartridge with cast bullets..
 
Steel Mover---it is a 416 Rem. Already contacted JES about reboring to 458wm, but no go, 50-70 or 50-90 was good, but already have a 50AK. Will check into McGowan and EABCO. Thought about a 445sm as I have a NEF 445 sm but really like the #1. Thought about the 445 vs 444 as I can use carbide pistol dies to load and already have the stuff to load the 445sm.
