Light Loads for a 30-06

H4895 would be perfect, but far too precious now for plinking. I have bulk IMR-3031 that I’ve been using, but I am hesitant to go all the way down to 35gns with it.
 
I would be very careful you are heading into secondary explosion territory. Trail Boss is your friend.
Do you have some special knowledge that gives you a better understanding of the characteristics of H4895 than does Hodgden?
 
I like 44 grains of imr 4895 under a 150 with Win primers. I load that load for a friends daughter and it drives tacks. Runs about 2650 IIRC. Also kills deer very well. I too have experienced hang fires with 4198. I tend to run either H or Imr 4895 for reduced loads. If really reduced I stick to the H version.
 
I found 41.5 grains of H335 works great under 150 grain FMJ bullets in my Garand. Shoots about 2 MOA at 100 yards. I don't shoot it any further than that with iron sights!
 
125 grain jacketed are popular amongst Garand shooters for low recoil in the rapid fire stages. Check out CMP forums for data.
I'm also a cast bullet shooter. Google "The Load" for great place to start. Also another forum, the Cast Boolits forum, is chock full of cast, low recoil, but very safe load data and suggestions.
Do a web search for "cast bullet" and a dozen sellers will show up.
 
Instead of a reduced powder charge, try a lighter bullet.

130gr Hornady with a moderate charge of IMR4064 has been our go-to load for nearly 40 years. It's not bad on the shoulder and has taken more deer for us than several pickups could haul (works on woodchucks too).
