Prior to retirement, my job entailed investigating product liability cases for WW-Olin. I have no thoughts on the issue of reloads for self defense and potential liability therefor - however, I can assure you that if you produce reloaded ammo for profit, you are considered to be a manufacturer. The quality standards for a manufacturer of any product are extremely high and awards for those injured or killed by use of your product are astronomical.

I have been a patrolman, a deputy and then a Chief. 37 years and not once have I ever heard anyone ask "what bullet did you use". ALL of my officers use what we give them, for duty. They carry what they want off duty. If they could ram a flying daisy cutter down the barrel I would say you go... WHEN or IF you ever decide that lethal force is necessary, then you better win. I had an officer wound a guy who shot two people. I sent him to the range for remedial training after we congratulated him profusely for a job well done.

You could make a cheaper, more accurate, and possibly faster round compared to what the factory makes for less than you could buy it for on the shelves. Would the velocity and accuracy make much difference at SD distances? Probably not. It was just a hypothetical scenario

A round that is a magnitude more accurate in my weapon than any factory load.
In a self defense shooting, bullets that go where I aim them are more important than anything else.

Most Departments require the use of factory-loaded ammunition purchased, issued, and specifically approved by the Department.
