Lapua 6br brass work

I have 6br lapua brass, mandrel sized the necks inturnally, turned the necks and fire formed the brass.
Now should a person use the inside mandrel every time to get the same inside neck tension, before sizing the outside??

No,

You should use the die to control neck tension, and annealing to soften necks that become stiff with repeated re-sizings.
