lapping lugs

hey just wondering if this can be done with the barrel attached or deos in need to be removed for this to work properly? also do you folks think it would be less expensive to make a lapping tool for the scope rings or just buy 1? i am kinda on a budget so i would like to go about this as cheaply as possible. is lapping the rings really necessary for good accuracy?

Lugs should be checked before lapping with and indicator. If they are not equal they should be turned before lapping. The lug abutments may require truing too. Then you may have to adjust for primary extraction.

Try using Burris Signature Zee rings with Delrin inserts. Self aligning and non-maring. Utilizing the off-set versions can help adjust for windage/elevation adjustments. If you are already invested in bases and rings lapping one's scope rings may not be necessary but you will not know until you start lapping them to really tell if the rings are, in fact, true to each other. Basically it is an easy job that ensures that you are not stressing the walls and internals of your scope by clamping the scope in rings that are ever so slightly non-concentric (we will assume that you have made sure they are aligned already - two pointed alignment rods are invaluable).
For what it is worth, I have lapped the rings on over a dozen factory and custom rifles utilizing Weaver or Picatinney rings/bases and they ALL needed it to one degree or another. You will see it after twenty or so passes with the bar - lapped portions will be bare metal and the rest blued. I lap to roughly 75%.
One alternative to lapping you could try is inserting small strips of 400 or 600 grit wet/dry sand water (grit side towards the rings) between the scope and the bottom of the rings. Not perfect but it will grip and would correct minor concentricity errors.
The tools for scope lapping and alignment may be available for rent from www.4-dproducts.com. Check their tool rental section. Their prices are quite reasonable and they allow you to keep them for ten days or so for the price given.

Did I miss read the first post. Are we talking about lapping lugs or are we talking about lapping scope rings?

well i just wanted to know basicaly if the lugs could be lapped with the barrel on & what is the main reason for lapping scope rings. that is pretty much it.
