Lack of 220 Russian Brass and Annealing

I'm a little confused about the annealing. People who shoot the 30BR swear by annealing as do the long range shooters, so why shouldn't it work for the ppc?

In a word, pressure. Annealing won't fix loose primer pockets and a big percentage of ppc group shooters are loading to that high node, where primer pockets are commonly the first thing to go.
 
No big deal annealing ppc brass with an Amp annealer. No different than annealing any other cartridge. Get your Aztec mode and go.

Whether it is necessary is a different question. I do it because I don’t always keep my brass in rotation and want to make sure it’s all the same. It works and I generally have low and consistent es. And yes, I annealed 262 and now 268 neck ppc brass.

Next will be no turn if I ever get caught up.
 
Lee, maybe not ideal, but it might be worth trying, MidwayUSA and Graf & Sons both have Norma 6PPC brass in stock. The necks are a little thinner than virgin Lapua 220R, but if you're turning them anyway it's a non-issue.
I have shot quite a bit of the Norma ppc brass. The finished round ends up like 265 with the Barts bullets I was using at the time if I remember correctly.

The Norma brass is good and the necks consistent. My experience was that the primer pockets did not hold up as well at higher pressure. Otherwise, I saw no difference.
