When developing a load I start with a middle of the road powder charge and the bullets just touching the rifling and then start backing off. I don't want a bullet sticking in the rifling. Always surprised how the groups move around on the target as the CBTO increases or changes a few thousands. I don't mess with powder charge until I have the CBTO figured out.
