XBR is one of the Hodgdon Extreme line products. Despite its name which Hodgdon apparently chose for marketing reasons to (unsuccessfully) latch onto surplus IMR 8208's popularity with short-range BR shooters, it is made by Thales / ADI in its Mulwala, New South Wales, Australia plant same as other members of the Hodgdon extruded 'family'.
Its Aussie name is AR Benchmark 8208

8208 XBR and Trail Boss are AFAIK the only misnamed ADI powders that should logically be in the Hodgdon range. (The Hodgdon Powder Co. owns the IMR name and marketing / distribution rights so can swap names around between the two ranges as it wishes.) Other IMR rifle grades including the new 'green' Enduron powders were developed by and are manufactured in Canada by the General Dynamics Energetics Ordnance and Tactical Systems division based in Valleyfield, Quebec.
