I want a tuner..

Since these are not readily available in Europe, I was thinking of building one.
My idea is essentially to have one 3 ounce sleeve clamp onto the end of the barrel, and then have a 2.5 ounce sleeve that can be screwed onto the clamped sleeve.
That way the outer sleeve could be moved to achieve a tune..

Would this work, or am I barking up the wrong tree?
