I have this 36X Leupold with a strange micrometer on the tube...

I recently bought an used Hall Action 6PPC rifle with a Leupold 36X scope. On the 1" tube towards the objective flares is a strange micrometer. Is this an old modification that was done to BR scopes in the past?

Without pictures to confirm I would guess what you have is a magnification booster. There were some of those to be seen on BR rifles many moons ago.
 
Does the objective adjustment work normally? The reason that I ask is that I seem to remember that a long time ago that Premier Reticle once did a conversion that moved the parallax adjustment to the location that you have described. Although I have not handled one, I assume that it involved immobilizing the AO.
 
Get some pics and we should be able to tell. I have a 36x Leupold thats a Tucker Conversion. Its got a 5/8in long small diameter tube coming out of the main scope body where the turrets are.
