I've had two Howas- a S & W 1500 in 300 Win Mag and a Weatherby Vanguard 338 Win Mag. (bought at Weatherby's Southgate, CA store).

Both shot 2.5"groups at 100 yards (pretty fair, considering they were magnums). Both took trophy sized bull elk. I used the S & W while guiding on wild hogs when I was in grad. Too 4-5 boars with 3-4" tusks for myself, killed game wounded by my hunters at ranges up to 500 yards (only one pig ever got away from us!), shot ground squirrels, badgers, "yotes, several mule deer up to 450 yards. Wife and I lived off of a 6x7 bull elk, a big Wyoming mule deer, a couple of hogs all during college and grad school.
Yeah, I would say they are accurate if you do your part.
Caveat: I shot 1-3 weekends per month (except winter) and used that 300 for everything. PRACTICE (shoot 3/4of your ammo at the range and take 1/4 with you on a hunt!)
