I hate to be a buzz kill but the way I read the certificate Johnny tied the record! Which is great! But didn’t break the record. Am I missing something?

Why would the nra send out certificates for tying records? While its nice to get recognized sometimes it just doesnt make sense to me. Great shooting either way johnny! Thats a heckuva feat to shoot a perfect target.
