To the top is most consistent. Grains is good. A little alcohol mixed in the water helps reduce the surface tension and provides more consistent measurements.

It's case capacity.overflow grains of H 2 o. A Take fired case that is correct length not sized or UN primbed B Put it on the scale now zero the scale C Fill case with H 2 o full if you have spilled some wipe excess off the out side the case will have a bubble of H2o wipe it off D Now weigh again that's the grain of H2o over flow capacity. That's what Quickload uses as a standard .When you seat a bullet depending it shape and length it's deducts how much is taken away from total when seating a bullet. then you end up with how much useable capacity is left. Savagdasher, do you weigh several cases and get an average or do you weigh them all and then separate them by weight?
 
Depend on what I'm using them for. Hunting i do it to make sure what I'm loading it correctly some cases you can have as many as 3 gr difference . If it Remington or other brands i know they were from the same box a couple is all that is needed . Competition any re loaders does anything they can to make his loads the best he can. Any reloading I always clean and inspect the brass, size, uniform prime pockets ,cut to length, champfer necks and weight each powder charge to. 01 tent of a grain. Larry

Careful, Case capacity as measured by water is based on the fact that water's specific gravity is 1 gram/ml.
IPA is only 0.786 - 0.788 grams/ml (20/20 C). Since you are measuring volume by weight, IPA won't work.

If you want to reduce surface tension, use a drop of soap, or case lube on edge of case.
