How to begin inletting this stock?

Can't lower it anymore or the bolt won't cycle.

Thanks to everyone's input, I have just about got my bottom metal finished. I made a few mistakes but I learned a lot. I morphed a BAT trigger guard with a piece of flat stock. Now, I rust blue it.
