If you have a powder through expander in your powder dispenser, it Will force the expander into the brass mouth rather than allow the die to continue raising.
Actually that piece is made specifically for powder through expander that will flare the case mouth during powder dispense. The adjustment screws are to control how much case mouth expansion you want.
It is not required to control the powder dispenser travel. Powder measure travel is simply adjusted by lowering/raising the powder measure itself.
I actually find the powder through expander useful for handgun reloading because seating flat base bullets becomes easier on a flared case mouth.
How does it relate to the powder cop? I don’t use that, but do run the cop.That piece is indeed for mouth expansion. You really only need to use it if you're planning to run a Powder Cop or similar powder check.
If you’re using a station for a FL die, an expander, the powder thrower, the seater, then a crimp die, you won’t have room for a powder cop on the five station press. Heavily crimped case mouths are generally a sign of a die being adjusted way too far down (generally the seating die, but it can happen with others.) Easiest way to ID is to run a single piece of brass through all the processes (don't do anything but run the brass through the dies - no primer, no powder, no bullet) and see where the crimping is occurring.
