Hornady black case 223 ammo?

While at the range today I was picking up my brass and found 2 cases that were head stamped Hornady but the cases were black. They are not steel or aluminum but brass underneath when you scratch the surface. Does anyone know what ammo this is?

Hornady made their TAP cases a black color, "BUT" stop coloring the case black due to complaints from law enforcement agencies because the ammo was hard to see when doing chamber checks.
