Horizontal vs. Vertical

The scope rail has a 3/16" hole drilled next to each of the three screws that hold the rail to the action sleeve, there should be a roll pin in each hole

Good news, have you tried using some of the lighter bullets? Reason I ask is many FTR shooters find that the heavies, because of the greater recoil are more difficult to shoot groups with.
 
No not yet. As of right now I don't even have 100 down the tube. So I'm still very hopeful to get these heavies tuned better.

It's not out of the question of course but with the .260 freebore I don't have alot of options on what I can step down to either.

Not that I am an expert, but I would expect Bedding issues to show up as bad groups overall, or extremely variable groups regardless of load. If vertical is consistently good, and horizontal is bad, you might then start looking at other aspects first, such as trigger consistency, or even scope/sight mounting (might be loose windage).
