High Power 2017 rules update

Some notable items from a quick perusing:

- No chronographs allowed on the line - 3.22b
Radars, chronographs and other devices designed to measure bullet velocity are prohibited on the line.

- Match Rifles can now have optical sights - 3.3
3.3 NRA Match Rifle – A center fire rifle with any sights and a magazine capable of holding not less than 5 rounds.

- Creation of NRA Distinguished Rifleman's Badge
It looks like placing in the top 10% in National, State and Regional competitions in certain courses of fire and disciplines earns a medallion and a 'bar' in that category and when a total of 4 bars are earned, a Distinguished Rifleman's Badge is awarded. At least one bar must be earned in a National Championship and only two bars can be earned per calendar year. More to it but that's my high-level interpretation of it.

- Rule added for 'Complaint Concerning Failure to Register or Display a Shot on the Monitor of an Electronic Scoring Target System' 10.17.8 b)
Not sure I understand this one even after multiple read-throughs

What is different about the new F-class repair centers?

I was wondering the same thing. Perhaps the 'A' in the model numbers stand for 'Adhesive', would be nice with stick-on rather than glue-on :) Would be large stickies though if the sizes remain the same as the current centers, especially for 600, and the cost might be prohibitive. In short - no clue, would also like to know.
 
Has anyone found these new target centers? I searched all of the NRA licensed target distributors and find nothing with these numbers. I also did a Google search with no success, still nothing.
 
Fredrik, the way I read 10.17.8(b) first paragraph says that if you don't find a shot on the monitor, you take another one. If that one registers it means the system is working and you prior shot was not registered because you missed.

Second paragraph applies to the system that heman mentioned because they can search in the records for the errant shot. It says that if you've already had at least two shots registered on the systems and they can't find an extra shot of the 4 targets next to you, you get to shoot again. It that one registers, they ignore the missing shot. If it does not register look at rule 10.17.8(d) (not 10.8(d), they made a mistake.) That rule says they move you to another target and give you extra time.

It's a bit strange because in the first paragraph they assume you missed the target, you lose the point. In the second paragraph, they assume that you either crossfired or the system burped. The possibility that you simply missed the target and did not crossfire doesn't seem to enter their mind in this case, whereas in the first paragraph you do not have that leeway; you missed you lose the points.
 
Denys, good analysis of that rule. I also found it strange that in the first part the benefit of the doubt went against the shooter, while in the second part it went with the shooter.

If one has been shooting 10s and Xs and get to shot 18 and it comes up as a miss under the first part of the rule, and you know you shot the right target, it seems like taking another on the target would penalize you (make shot 18 count as a miss) while putting the next one between the targets would be to your benefit (being moved to another target). I'd take the next shot on target either way but it seems like a weird situation to be put in.
 
Lodi had a lot of ghost shots...knowing full well that the shooter was on his own target and like stated above all in the 10's and X's. Range official checked neighboring targets...if no shot found the shooter fired again 10 ...no miss counted. That new rule needs rewritten to clarify.
