Help me identify this bullet!

A buddy of mine found this projectile in the desert and asked me if I could tell him anything about it. Its caliber is .427 in. Its length is 1.849 in. It weighs 364 grains. It has a very sharp nose which tells me it is not a lead bullet with a copper jacket. It has a boat tail. P1010297 Medium.jpg P1010298 Medium.jpg I have tried to scratch it with a knife and found it to be very hard indeed, so I assume it is made out of steel. It has no engravings on the bearing surface so it has never been fired. Does anybody recognize this and know its manufacturer or its intended use?

It is a tungsten penetrator from a .50 cal Armor Piercing bullet. The jacket and lead peels off leaving the penetrator to carry through.
