Help interpreting IBS rules

There are two subjects in the IBS rulebook that are still not clear to me after much deliberation:
1. Guiding means; (p.3)
The definition of guiding means does not seem to exclude any and all additions to the stock of a rifle. Therefore, the addition of a stabilizer plate on the forend of a rifle would be permitted as long as it still necessary to re-aim the rifle. In this sense, it would be permitted in the heavy varmint class to add a 3’’ plate on a 2.25’’ forend that would give it the same contact on the front rest as that of a pure BR stock.

2. The rules for heavy varmint rifles (p.18)
Is a buttstock like the Savage model 12F Class legal for bench rest? It seems that IBS rules call for a sloped bottom to the buttstock so this rifle would not be legal. The rules make for very heavy reading on this subject and I can’t be sure about my interpretation.

Are the rules clear for everybody else but me?

In my interpretation of this rule as long as that plate did not articulate with the front rest, and the plate was machined flat and no wider than 3" (for VFS, HV/LV class guns) it would not be considered a means of guiding. The "illegality" of the plate comes in if you have runners or rails on the bottom of it or if the front bag is made such that you can't lift the rifle straight out of the bags.
As far as the savage goes you may want to also look at the barrel taper rules. Some of the savages have a straight taper barrel and would not fit in the registered class rules. I realize you may be inquiring about the rule separate from the gun, but just some food for thought.

#1 - I have been told that such forearm adapters are legal. I have shoot several club matches and have asked. Still haven't made it to a registrared match. I have multiple of the Sinclair forearm adapters and the Whidden plate that fits a stock with an accessory rail. I love the Whidden plate. The Sinclair adapter becomes a weight issue if trying to make weight in a match. Also you need a tall rear bag with the Sinclair adapter.

Thanks very much folks. It makes sense to me although its not sure about the Whidden adapter with catamaran runners because it makes the bottom concave.
The Sinclair is flat so would be permitted.

For a club match I doubt you are going to have any problems with your rifle being allowed to shoot for a couple of reasons. Firstly they always are happy to have new shooters and secondly I doubt you are going to be beating the BR customs with a factory rifle :) . Only when you are finishing up front does legality come into play.

If they have a factory class then your competitors will quickly let you know if you are illegal :)

Thats where we are at now. My competitors say it is not legal to add anything to the stock period but I have not found anything in the rules to support their view.
 
First of all, club matches are not NBRSA sanctioned. They run their own rules, and may want to limit the scope of changes to a factory rifle as a part of the definition of that class. If they are referring to a rule in a book that they are not following in its entirety that would seem a bit silly. As far as registered Benchrest goes, the only problem with a plate would be that the ears of the front bag are not allowed to lap over it in such a way as to impede the rifle from being lifted from the bag. There is no rule prohibiting attachments.

The sandbag contacting the sides of the forearm adapter does seem to be a problem. With my initial hinged style sandbag the 'ears' could be tightened enough to restrain recoil. It also could create resistance to lifting the rifle out of the rest. Oddly enough, nobody picked up on this at the range and it was even declared legal by one of the 'experts' ??

I have changed the front bag anyway to the more popular style where the 'ears' are sloped away from the forend.
 
It is not a cut and dry rule in the books from MY OPINION. It MAY be legal in a REGISTERED shoot but until that rule is EVER CHALLENGED we will never know for sure.

It is all fine and dandy until someone with an adapter plate wins a REGISTERED MATCH. Then we can prety much be guaranteed that there may be a protest.

Whether or not it is legal at your club or local matches is up to the competitiors to decide.

Final thoughts, It must be one hell of a shooter with that plate on that there is a lot of discussion on the matter.

The concept of rules only being understood and applied when you start winning is kinda new to me. Must need a sense of humour to be a new competitor...
 
At times yes a sense of humor is a God send.

The rules that kind of fall into a grey area are never resolved until it becomes a BIG issue with competitors. This one may be that most that decide to give BR a try go with there factory stocked rifles with appropriate front rest or make the next step and that is restocking to a full blown BR stock or possibly a entire rifle.
