Help identifying powder measure

This was made for me by and old friend, Ed Longo, it has a turns counting dial installed and allows my old Lyman to throw very precise charges as well as the ability to make very small changes to your charges if you are loading at the Range. It was also very repeatable. I always kept my charge weights in my log so I could go to the charge weight I required. Ed was a very creative guy and one of the finest gentleman, I have ever met. That was in the late seventies. Don't know who converted yours but the base almost looks like a Harrell.
