Handicap people , people who are unable to shoot off the ground who want to shoot F-CLASS shoots ?

I think that there is a rule stating you can shoot from a bench. You may want to contact the match director where you want to shoot and make sure they are prepared for you to shoot from the bench.
 
You can apply to the NRA for an adaptive shooting waiver to shoot f class. You need a physician's evaluation/recommendation and it may take several months.... it goes to some committee to review and then a temporary waiver and eventually you may get a permanent waiver. Using this waiver allows you to compete but makes you ineligible for any national records. Once you have the paperwork from the NRA you need to show it to the match director and have it with you at all matches for verification.
 
As @Chaotik posted, there is a process established in the rules (Section 13 of the current NRA rules document covers this).

Aside from this, some match directors permit shooters to compete in "non-standard" categories in an "exhibition" or "challenger" class. Scores are not combined with those shooting prone with approved equipment. As a specific example, at our range, individuals with physical challenges are permitted to shoot from a bench. Others who wish to try F-Class competition, but who don't have appropriate equipment (like factory rifles with muzzle brakes or suppressors), or who will shoot non-F-TR cartridges from rifles with a bipod, may also be permitted to participate. Scores from these individuals are not included in award groups for either F-Open or F-TR groups, but if participating in sufficient numbers, a separate set of "challenger class" awards are presented. In essence, any scores for challenger class participants are unofficial and "don't count". This deviation allows interested individuals to get involved and/or dip their toes in the F-Class competition waters before committing to more expensive equipment. It also supports participation of those who are unable to assume prone shooting positions without unduly disrupting sanctioned competition.

We as shooters always help handicap shooters get on and off of the line. From wheelchair bound shooters that shoot prone to help setting up and taking down benches for handicap shooters that can't get down and up from the ground.
