No, but you can take them to your nearest gun shop who can ship them. I have recently bought 8lb kegs of powder from Whiddens, who shipped them to my front door. I also bought nine one pound bottles of powder from an individual here who had his dealer ship them to me. You just have to pay UPS a few extra dollars for the assistance, and package them. The 8lb container in the cardboard box works.

Only if the gun shop is a “certified hazmat shipper “. Most gun shops are not.
