H.S.precision stock

I have a Savage model 12 LRP that came in a H.S.Precision stock,the stock has an aluminum "bedding block" for the action to rest in. My question is this,is the action supposed to fit against the block from the factory or is the bedding block there to allow you to bed the action? I took the action out to see if I could find d anything causing an accuracy issue I'm having and noticed something wasn't quite up to par.the action is only touching in4 spots and they are very small spots at that.Any advice would be appreciated. I have attached photos to show the poor fitment

It's a "V" type block. It's only going to touch on 4 points like you showed. I have one, and bedded it, not sure it's worth it. Once the epoxy shrinks a little bit, you're back to only touching on those 4 points. Mine shot with the best of the F class line without bedding it. YMMV
 
I have a piece of steel tubing about .020" smaller in diameter then the
PTA actions I use, then one wrap of 200 grit, and just an initial one swipe
to see where I'm at. Trick is to hit the area that the action actually makes
contact with. it's a very thin line. Most of the problems come from raised
burrs on all edges.
 
From what you are reporting, the accuracy issue I see, appears to be the crown abnormality. To expand on Aaron's contribution, I too have/had aluminum V-blocks on different platforms especially to two Barnard actioned match prone rifles which were built by Warner Tool, which are highly accurate. But with the V-blocks, torque on the fastners is key. Its not variable lile some bedding foundations end up. I would clean up that crown first. You might discover, bedding the V-block irrelavant.
 
And finally, not to start a "Popcorn Topic" but lose the Savage barrel when you can and go for a custom barrel. Personally, that barrel is the weak link it a decent flatform you have. Not trying to hurt feelings, just my 2.
 
My 700 VSSF and in 22-250 shot pretty well, but would throw a fit every now and then and always had 1 flyer out of 4-5 shots. Its my varmint hunting rig, and I just lived with it for years since it was still very good as is. I finally checked it out when I was bored during the freeze of 2021. The action to block fit was awful, it was riding on three places about 3/16” long along the block, and the front screw was tight against the rear of the hole in the stock. I opened that hole up enough to make clearance and bedded the stock. It shot about the same size group after bedding, but the temper tantrum and flyers were gone.
 
So if "YOU" were going to replace the barrel, would you go with the same caliber? I'm thinking of something different maybe another short action caliber. And by YOU I mean I'm looking for opinions or suggestions.
