Glass Bedding Savage Actions

I've recently bedded my three screw Savage single shot target action in a Savage F class stock using Devcon, but am not getting the accuracy that I'd hoped( 1" groups @ 100yds.). I bedded from the recoil lug back to the end of the tang, and I suspect that's where I went wrong. Should I have left the tang free floating, and if so, how much of it? When using the barreled action in an H-S stock it regularly gave me groups in the 1's and 2's.
 
I'm going to try floating the tang but I'm not sure why. Does the single shot action really flex that much during firing?
 
I've bedded them both ways, floating the tang and fully bedding the action, and have had very good success both ways. I also bed the first 3-4 inches ahead of the recoil lug, which is how Kevin Rayhill described to me his preferred method. What type of groups were you getting before your bedding job?

I'm a little anal and record all my groups and since the beginning when the barrelled action was in an H-S stock I've had 18 three shot groups in the . 0's, 64 in the .1's and 86 in the. 2's. After switching to the F class Savage stock and glass bedding it the groups became erratic. Before relieving the tang this morning, I noticed that it was touching on one side. Keeping my fingers crossed that this will do the job.
 
Did you install pillars with the bedding job as well? I always place 5 complete wraps of electrical tape around the barrel about 5 inches from the end of the forearm to ensure the "floated barrel is centered in the channel.

Yes, I did use the tape on the barrel to centre and free float it. Recently floated the tang and tightened the action screws as suggested. Fired some test loads yesterday and they looked good. Couldn't get any IMR8208 so had to use H322, but it performed well. Thanks to everyone for their help.
 
If it's bedded right you can torque the screws to whatever you want and it won't have any affect on point of impact or group size.
 
Check the bedding job to see if it's stress free. They can look great but that don't mean there stress free. I've also floated and not floated the tang. Never seen any difference
