When you headspace on the shoulder, the area in front of the belt becomes unsupported in the chamber. Brass will bulge. See post #19 above.The base to shoulder from new to fired on the brass is a .008" diffrence.

This is good advice. I recently checked my 1x fired .308 Lapua cases and was surprised to find that a majority of them were past SAAMI specs....Have you checked your Case Length? If it's too long, the case neck may extend past the end of the chamber, slightly crimping down on the bullet, raising chamber pressures.
Trim all cases to minimum specs and try that.
