i know you said no savages...but the savage110 ba in .338lapua mag will get him sore and look tacticool to boot right around $2k. he can buy ammo easily and then learn to handload. Plus there is room to build on it. just my .02

Hech easy just buy a Armalite AR30 in 300wm or 338LM.
